The skirt are worked in stockinette stitch top-down, in rounds. At the waist you work a folded hem, which is worked together with the skirt. There are increases evenly distributed in the skirt to achieve width. When the desired length is achieved, bind off the skirt before picking up stitches again to make the cute ruffle.
